Can I do something for a advertisement campaign, like:
record a prompt and dial contacts, after vicidial plays this prompt?
it is posible?

Well, I'm not that familiar with the laws in Brazil, so you would have to look into that. In the USA/Canada/UK, what you describe is almost always illegal.
You would use the Campaign Survey feature to do what you are describing. The Manager Manual describes this in great detail.
